MANAGEMENT OF STRATEGIC DEVELOPMENT OF URBAN LIFE SUPPORT ENTERPRISES

The article is devoted to the development of management concepts for the strategic development of urban life support enterprises (ULSE). The main issues related to the inefficiency, inadequacy or general lack of organizational, economic and management qualities of enterprises that provide the primary needs of housing and communal services for the population and other categories of consumers are considered. Attention is focused on the need to reform or optimize enterprise management systems, which is the core direction of a comprehensive strategy for the development and optimization of technologies and management tools, internal organizational and management restructuring. A systematic approach to determining the nature of the methodology for the formation of a strategy for the development of managerial activity in accordance with enterprise management has been developed. The concept of development and corresponding strategies for transforming these concepts into a general program or an integrated strategy for the development of urban life support enterprises are given. Such concepts should include: the concept of generalization of experience and the development of methodological support for processes and technology of ULSE management; the concept of innovative development of intellectual potential and corporate culture of ULSE; the concept of reforming and developing the management system of ULSE; the concept of a synthetic strategy for the development and modernization of ULSE. Thus, the mechanism of forming strategie for the development of life support enterprises of cities (in all its aspects) starting from the formulation of conceptual ideas about solving the problem as a whole, to the separation of directions and the selection of meaningful elements that are used as components of organizational, management and economic structures, the definition of methods and tools for their modeling (reproduction), and then measures for their implementation, is the main methodology, which is currently not formalized. Therefore, the methodology provides a systematized arsenal of techniques and methods that allow you to form long and branched chains of such plans, building a path: concept — definition and analysis of constituent elements — modeling methods and means — logical and structural scheme of the strategy — implementation measures — target indicators.
