COOPERATION OF COMMUNITIES IN THE CONTEXT OF ENSURING THE EFFECTIVENESS OF THEIR PROJECT ACTIVITIES

Abstract

Introduction. In the current environment, local communities face a number of challenges that are difficult for them to overcome on their own. Thus, economic instability in Ukraine is felt at different levels, including local communities. Measures taken in one community may not be effective enough if there is no cooperation with other communities. In addition, many regions of Ukraine are experiencing population decline and an aging population. This results in a smaller potential labor force and an increased need for social services, which are difficult to provide on their own. Local communities usually do not have sufficient resources to provide quality social services to their residents, such as healthcare and education. Cooperation can help in providing quality social services by pooling resources and knowledge. Thus, community cooperation is very important because it can help to solve various problems and address complex issues. For example, when communities cooperate, they can pool their efforts and resources to solve problems that they would not be able to solve on their own. In addition, cooperation between communities can not only help save money and resources, but also develop the territory and increase its attractiveness to residents and investors, thereby improving the standard of living of the population. Given the above, in modern conditions, the need to determine the place of cooperation between territorial communities in the context of ensuring the effectiveness of their activities is becoming more relevant. Purpose. The purpose of the study is to determine and substantiate the impact of community cooperation in the context of its provision. Materials and methods. The research materials are: 1) regulatory and legal support for the regulation of cooperation of territorial communities; 2) works of domestic and foreign authors conducting their scientific and practical research in the field of ensuring effective project activities of communities. In the course of the study, the following scientific methods were used: theoretical generalization and grouping (to characterize the stages of organization of cooperation of territorial communities); formalization, analysis and synthesis (to substantiate recommendations for the development of community cooperation); logical generalization of results (formulation of conclusions and development of recommendations); canonical analysis (confirmation of the relationship between the components of the readiness of the community for project activities and the effectiveness of project activities). Results. The article analyzes the existing distribution of signed agreements on cooperation between territorial communities in the regional context of Ukraine. It is found that the leading regions in terms of the number of agreements on cooperation of territorial communities are Poltava, Vinnytsia and Lviv regions. It is determined that the organization of cooperation of territorial communities consists of a number of logically consistent and complementary stages, among which the key ones are: initiation of cooperation; decision on granting or not granting consent to the organization of cooperation; consideration of the proposal received from the initiator of cooperation to start negotiations; formation of a commission and preparation of a draft cooperation agreement; public discussion of the draft cooperation agreement; approval of the draft cooperation agreement; conclusion of a contract. The positioning of the studied ATCs in terms of «the level of efficiency of project activities» and «the level of readiness for project activities» was carried out by building a matrix, which allowed formulating recommendations for the development of cooperation between territorial communities.
