FEATURES OF THE STATE BUDGET OF UKRAINE IN 2023 AND RISKS OF ITS REVENUE PART

The system of formation the budget at any level develops dynamically depending on the evolution of public needs, the depth of transformations in the economy and social sphere, changes in the economic situation, etc. State budget revenues depend on such factors as: the economic development of the state, the level of payments to the budget, the effectiveness of the system of control over these payments. In the modern conditions of budget reforming, the problem of forming a stable financial base for the implementation of all functions and tasks assigned to the bodies of state power and local self-government becomes urgent. At the same time, a continuous process of budget revenues, the search for alternative sources of budget revenue formation, the identification of appropriate reserves for their growth and optimization should be ensured. In this regard, more and more attention is being drawn to the issues related to the formation and using the funds of the State Budget of Ukraine. The aim of the article is to review the State Budget of Ukraine in 2023, to analyze its revenues and expenditures, to determine the most priority directions for spending the funds of State Budget of Ukraine in 2023. The article examines the State Budget of Ukraine in 2022–2023, in particular highlights its main expenditures and revenues. The main components of the formation of the revenue part of the State Budget of Ukraine in 2023 are given. The dynamics and structure of the main expenditures of the State Budget of Ukraine in 2022–2023 is analyzed, which indicates a tendency towards the growth of all its components related to ensuring the defense capability and security of Ukraine. The main changes in the State Budget of Ukraine in 2023 are highlighted, in particular changes in the financing of ministries and departments for the distribution of funds. The Budget of Ukraine as a financial and economic system is characterized by dynamism, which is a change over time in the behaviour and structure of the system, and this change is closely related to the Russian-Ukrainian war.
