PURCHASE PLANNING AS ONE OF THE MOST IMPORTANT FACTORS IN THE INNOVATIVE DEVELOPMENT OF CONSTRUCTION

Construction is one of the fundamental sectors of the industry, being interconnected with almost every branch of the economy. On one hand, it serves as a producer and supplier of capital assets for all sectors of the economy, and on the other hand, it is a consumer of various goods and services. Therefore, innovative development and increased efficiency of construction enterprises and the construction industry as a whole can be one of the key factors in the post-war reconstruction of the Ukrainian economy. At the moment, the construction sector needs digital transformation and innovative solutions due to the significant damages inflicted by the ongoing war, requiring rapid restoration of housing stock and infrastructure. In conditions of limited resources and tight deadlines, it becomes necessary to apply new technologies and project management methods in construction projects. However, the main task is to accelerate the construction process. To achieve this, new project management methods need to be implemented to optimize processes, reduce project completion time, and lower the costs. One of such processes is procurement, which is crucial for the construction industry, as the share of services and materials exceeds 80% in the construction's prime cost structure. Currently, the attention of researchers is mostly focused on public procurement, while international project management standards do not pay sufficient attention to the procurement process. This article examines the role of the procurement process among the key processes of a construction company and provides a detailed analysis of the procurement planning process. It analyzes the peculiarities of procurement planning and its interconnections with related processes. A procurement planning tool is proposed, recommendations for its implementation are provided, and principles and methods for carrying out the procurement planning process in the construction industry are presented. As the result of further research, methods of automating the procurement process will be proposed.
