FEATURES OF THE FUNCTIONING OF THE ECONOMIC MECHANISM OF THE DEVELOPMENT OF THE SECONDARY GENERAL EDUCATION SYSTEM IN UKRAINE

The essence of such terms as «mechanism», «development», «economic mechanism» were explored in the article. The author's interpretation of the concept of «economic mechanism of the development of the secondary general education sysytem» was given, under which it is proposed to understand a set of economic means, tools and processes of influence on the change in the state and structure of this system in order to form the foundation of the knowledge economy. A structural diagram of the functioning of the economic mechanism for the development of the secondary general education system has been developed. Its main task was determined as ensuring the right of students to the availability and gratuitousness of obtaining secondary education, which is defined by the Law of Ukraine «About complete secondary general education». Subjects that implement the economic mechanism of development of the system of secondary general education such as state bodies, local self-government bodies, boards of trustees, private partners were characterized. The powers of the Cabinet of Ministers of Ukraine and the Ministry of Education and Science of Ukraine in the field of secondary general education management have been clarified. The following functions (planning, forecasting, regulation, rationing, analysis, control, monitoring) of the economic mechanism of the development of the secondary general education system were determined. Financing of educational institutions (budgetary and non-budgetary), resource support (material and technical and information), material incentives for teachers, public-private partnership in the field of education — all these were referred to the main levers and tools of the economic mechanism for the development of the secondary general education system. The existing problems of using the tools of the economic mechanism for the development of the secondary general education system have been identified, in particular: insufficient budgetary funding, lack of an order for the distribution of educational subvention funds in communities, insufficient level of material and technical support of secondary general education institutions, problems of material stimulation of pedagogical workers. A conclusion was made about the necessity of constant improvement of the economic mechanism of the development of the secondary general education system.
