STUDY OF PROBLEM ISSUES REGARDING THE IMPLEMENTATION OF MEASURES FOR THE PREVENTION AND DETECTION OF CORRUPTION IN THE ARMED FORCES OF UKRAINE DURING A SPECIAL PERIOD

The article is dedicated investigation of problematic issues regarding the implementation of measures to prevent and detect corruption in the Armed Forces of Ukraine during a special period. Prevention and detection of corruption is an integral part of modern defense reform in our country. The system of military management must be steadfast. Especially during a special period. Modern anti-corruption legislation applies to: military officials of the Armed Forces, except conscripts; civilian officials of military administration bodies, military educational institutions, institutions and organizations of the Armed Forces; officials of enterprises, institutions and organizations belonging to the sphere of management of the Ministry of Defense. The prohibition refers to the illegal use of any state property or funds for private interests. However, The lawmaker includes the following as corruption criminal offenses: appropriation, embezzlement of property or taking possession of it by abuse of official position; theft, misappropriation, extortion of documents, stamps, seals, possession of them by fraud or abuse of official position, or their damage; abuse of power or official position; acceptance of an offer, promise or receipt of an illegal benefit by an official; bribery of a person who provides public services; offering, promising or giving an undue advantage to an official; abuse of influence; theft, embezzlement, extortion by a serviceman of weapons, military supplies, explosive or other combat substances, means of transportation, military and special equipment or other military property, as well as taking possession of them by fraud or abuse of official position. However, despite this, the current concept of Ukraine's anti-corruption policy is not without flaws. In particular, in terms of prevention and detection of corruption in the Armed Forces of Ukraine during a special period. After all, despite the adoption of a number of important normative legal acts, there are still many debatable issues and unresolved problems in this area. It is expected that the addition of illegal use of humanitarian aid to the list of corruption criminal offenses will contribute to the improvement of the situation to some extent. Since the purpose of such an act, as well as the purpose of corruption criminal offenses, is illegal enrichment.
