INSTITUTIONAL ASPECTS OF THE ESTABLISHMENT OF A “GREEN” ECONOMY IN THE AGRICULTURAL SECTOR OF UKRAINE

The article examines the theoretical and methodological aspects of the formation of institutional support for the formation of a «green» economy, which is designed to ensure the ecologically oriented well-being of the population with minimal risks for the environment and includes radically new economic management priorities and directions for the manifestation of economic factors in the environment. It was determined that the institutional support for the development of the agrarian sector on the basis of the «green economy» correlates with the theoretical and methodological principles and practice of the formation of the institutional mechanism. The main dynamic characteristics of the development of the renewable energy sector, which demonstrates not only economic, social, and institutional efficiency in the formation of a «green» economy, but is an important stabilizing factor of energy supply, are considered. An economic-mathematical analysis of the consumption of energy resources in the agriculture of Ukraine over the past fifteen years was carried out, and the parameters of the regression model of the consumption of renewable energy sources in the field of agriculture were determined, depending on the parameters of the market conditions of traditional energy resources. The key indicators of the development of the production and market of organic products in Ukraine are considered. According to the results of the analysis of the institutional aspects of the investigated problem, indicators for the assessment of the development of the «green» economy and sustainable development in the agrarian sphere are proposed. It was determined that, conceptually, the basic task to be solved by society and the state in the process of establishing a «green» economy is the construction of a renewable system of socio-economic interactions, and in a practical sense, the development of the «green» economy in the agricultural sector of Ukraine is linked to the following priorities: guaranteeing food and energy security, prevention of hunger; formation of necessary resources and strengthening of institutional capacities of the industry to ensure «green» reconstruction; restoration of the competitiveness of economic (entrepreneurial) systems in the countryside on the basis of the «green» course; thrifty use of agricultural resources in the context of the paradigm of ensuring climate neutrality and, in general, sustainable development.
