PROACTIVE INTEGRATION POLICY OF INTERNALLY DISPLACED PERSONS: PECULIARITIES OF LVIV REGION

Abstract

The state and problems of the integration of internally displaced persons in Ukraine using the example of the Lviv region with a summary of recommendations based on the concept of proactive policy in the article is researched. The regional features of the loads of internally displaced persons on the labor markets are analyzed, which made it possible to formulate a hypothesis regarding the higher economic activity and readiness for integration of persons who are in the rear western regions of Ukraine. With this in mind, the experience of economic and socio-cultural integration of internally displaced persons in the Lviv region as a rear region is investigated. The problems of availability of places of decent work and social infrastructure are pointed out, especially with regard to the purchase and rental of housing. Rental prices in the Lviv region continue to rise, having reached a maximum in October 2023 during the entire period of the full-scale war. This increases the social vulnerability of internally displaced persons. To reduce it, relevant measures of a proactive policy of integration of internally displaced persons are determined, including promotion of employment and training according to the needs of the labor market, lending of affordable housing, creation of councils on issues of internally displaced persons at regional authorities and local self-government bodies, which will play a significant role in increasing social activities of immigrants. Particular attention is paid to the importance of supporting business initiatives of internally displaced persons or business projects involving their employment. In light of this, the prospects for further research are to analyze the public sector of regions that form powerful networks of international grant support and play a growing role in the proactive policy of integration of internally displaced persons in Ukraine.
