Assessing ICT Policy Development and Implementation in Developing Countries: a case study from Morocco

Abstract
In this paper, wepresent an analysis of the national Information and Communication Technologies Strategy in Morocco during the last 20years, along with numbers and facts relatedto what has been achieved in the ground and what has not. Our aim is to demonstrate that, like Morocco, many developing countries invest a lot of money and time in elaborating ambitious and costly ICT strategies, consisting mainly of deploying sophisticated technologies and infrastructures, without any care to the actual impact of these technologies on the daily life of citizens and, more generally, on human and economic development. Some indications are provided in the conclusion of the paper as to how our countries could better use ICTs to serve the purpose of good governance.
