LOCAL GOVERNMENTS AS A SUBJECT OF CIVIL–MILITARY COOPERATION

Abstract
Introduction. Local self-government bodies in Ukraine are an important actor in national security and defense relations. Relations in the field of local self-government ensure national resilience and the ability of territorial communities to participate in repelling Russian armed aggression, strengthening the territorial defense system and creating the basis for consolidating Ukrainian society. As a full-fledged subject of civil-military cooperation, local governments are actively involved in creating favorable conditions for the Armed Forces of Ukraine and other military formations to fulfill their tasks. At the same time, despite the relevance of considering the legal status of local self-government bodies as a subject of civil-military cooperation, theoretical sources have paid little attention to this issue. This determines the importance and novelty of the topic of this article, which is devoted to highlighting the specific features of local self-government bodies as subjects of civil-military cooperation. Purpose. The purpose of the article is to determine the characteristics of local self-government bodies as subjects of civilmilitary cooperation. Materials and methods. The research materials are: 1) legal acts that regulate the activities of local self-government bodies and the functioning of the civil-military cooperation system; 2) theoretical and methodological works in the field of legal regulation of local self-government and civil-military cooperation. In the course of the study, the author uses the comparative legal and formal dogmatic method to determine the areas of cooperation between local self-government bodies and civil-military cooperation structures, and the method of modeling and legal linguistics to define the concept of civil-military cooperation and the role of local self-government bodies under the legal regime of martial law. Results. In the scientific article, the current areas of cooperation between local self-government bodies and structures of civil-military cooperation include: mutual support of authority and trust in local self-government bodies and military formations on the part of the population of the territorial community; training of all age groups of the population living in territorial communities contaminated with explosive objects in mine safety rules; conducting activities on national-patriotic education with children and youth; joint activities to maintain the The author formulates the concept of civil-military cooperation, which should be broadly understood as a system of joint activities of military authorities, state authorities and local self-government, civil society institutions and other entities to achieve a common goal — to ensure the protection of civilians from the consequences of armed conflict and to increase the effectiveness of countering Russian armed aggression, including the de-occupation of Ukrainian territories. Discussion. In further research, it is proposed to pay attention to the problems of forms and methods of activity in the field of civil-military cooperation.
