IDENTIFICATION OF KEY RISKS FOR REGIONS IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT GOALS, TAKING INTO ACCOUNT THE IMPACT OF WAR

Abstract
Introduction. The world is facing unprecedented challenges that threaten the achievement of the Sustainable Development Goals (SDGs) adopted by the United Nations in 2015. The COVID-19 pandemic, climate change, geopolitical tensions, and, in particular, the war in Ukraine have significantly worsened the situation, creating new risks and obstacles to sustainable development. The war in Ukraine has had a devastating impact on the regions, resulting in loss of life, human suffering, massive displacement, destruction of infrastructure and economic losses. This negatively impacts all 17 SDGs, making many of them impossible to achieve in the coming years. Given the complexity of the current geopolitical environment, such an analysis is becoming critical to developing strategies for crisis management and ensuring sustainable regional development in the future. Purpose. The purpose of the study is to analyze and identify key risks for the regions in the context of the Sustainable Development Goals, with a special focus on the impact of war. The study is aimed at highlighting the consequences of war for various aspects of sustainable development of regions, such as the economy, environment, social sphere and politics. Materials and methods. The research materials are based on the analysis of literary sources, as well as scientific works, including articles, abstracts, monographs, reports and other sources to collect information on key risks for regions in the context of sustainable development goals and the impact of war. The following scientific methods were used in the study: theoretical analysis and systematization (to study and summarize existing knowledge about key risks for regions in the context of the Sustainable Development Goals, as well as to determine the impact of war on these risks); statistical analysis and synthesis (to collect and process information from sources such as scientific publications, reports of international organizations, statistics to assess the scale of risks, their impact and dynamics in different regions); logical generalization of results (to formulate conclusions and present Results. The study identified key risks for the regions in the context of the Sustainable Development Goals and the impact of war on these risks. The specifics of the war's impact on various aspects of the SDGs and the relationship between risks and other factors affecting sustainable development are revealed. It is shown that the war has negative consequences, namely the destruction of infrastructure, reduced investment, economic instability, mass migration, exacerbation of environmental problems, and increased tension in society. Overall, the study allows us to better understand the relationship between war and risks to sustainable regional development, which is an important step in developing comprehensive post-war recovery strategies in the context of the SDGs. Prospects. In further research, it is proposed to study the experience and conduct a comparative analysis of other countries that have survived the war, as well as to develop comprehensive strategies for achieving the SDGs in the regions, taking into account the specifics of each region and the impact of the war.
