ANALYSIS OF THE REGULATORY AND LEGAL BASIS FOR CRISIS MANAGEMENT IN UKRAINE

Abstract
The article examines the qualitative content of the domestic legal framework on anti-crisis management at the state and local levels. For an in-depth analysis of the regulatory framework, the authors used the MAXQDA software product. A coding system was used to develop normative acts on anti-crisis management, which includes the following elements: 1) crisis stages: emergence (shock or potential threat), development (peak), disappearance (liquidation); 2) stages of anti-crisis management: pre-crisis state, crisis, post-crisis state; 3) decision-making hierarchy: international level, national level, level of ministries and agencies, regional level, local level, facility level; 4) management elements: decision-maker, executor, resources, information policy, cooperation with stakeholders, staff training, resident training. According to the results of the research, it was determined that the legal framework of the activity of decision-makers during crisis situations is largely outlined in the legislative framework of Ukraine. In second place are issues of resource provision of anti-crisis measures, and in third place are the activities of direct executors. According to the distribution area of crises, national scale crises are defined to a greater extent in the legislation of Ukraine. The identified functional interrelationships between individual elements of the legislative framework of Ukraine on anti-crisis management contribute to the simplification and transparency of decision-making during crises. In general, the results of the study made it possible to formulate directions for improving the regulatory and legal regulation of the anti-crisis management system in Ukraine. It was determined that issues of cooperation with stakeholders, the local population during a crisis, as well as issues of communication in crisis situations are the least legally regulated. In order to improve the effectiveness of anti-crisis management actions, it is proposed to improve the domestic regulatory and legal framework.
