Abstract

Introduction. In today's globalized world, where borders are becoming increasingly transparent and economic ties are more substantial, a unique environment is emerging where extraction, production, and consumption interact without reference to geographic location. In this context, the logistics services market becomes a critical element that integrates resources, information, and market participants into a single system. As a relatively new concept and practice, logistics ensures the smooth flow of material and information flows, bringing together counterparties in a complex network of contractual relations. Its role in determining the success of international institutions, states, economic sectors, companies, and individual entrepreneurs must be considered. In the context of rapid globalization, logistics is becoming an indispensable tool for managing international flows of goods and services. It ensures uninterrupted supply, minimizes the risks associated with delays and disruptions in supply chains, and gives international trade a new impetus for development. Thus, logistics is not just a service sector but a fundamental component of the modern economy, which determines its dynamic development and adaptability to the ever-changing conditions of the global environment. Purpose. The article aims to comprehensively study the basic principles of the formation and functioning of logistics services regulation at the state level. Materials and methods. According to the World Trade Organization's classification, more than 150 types of services are divided into twelve sectors. Among them, special attention is paid to logistics services, which play an essential role in the modern economy, ensuring the efficient movement of goods and services from producer to consumer. The logistics services market comprises a network of logistics centers, warehouses, and trade hubs. Unlike developed foreign markets, the domestic market is at an early stage of development. According to the Classifier of Economic Activities, this sector includes transportation and warehousing services and postal and courier activities. However, this narrows the understanding of the logistics services market. Results. Logistics services should be based on six fundamental principles: the need for supply, optional use, flexibility, convenience, adequate pricing, and information efficiency. Thus, effective management of logistics services is critical to maintaining the competitiveness of an enterprise in today's market. Discussion. There are three main approaches to the State regulation of logistics services ontology: liberal, institutional, and state. The approach to the state regulation of logistics activities should be based on analyzing specific economic conditions, existing market failures, and the need to stimulate investment and innovation in logistics. The effective integration of these approaches can contribute to the optimal functioning of the logistics services market and ensure the general welfare.
