ANALYSIS OF THE EUROPEAN EXPERIENCE IN RESTORING THE TOURISM SECTOR AFTER WORLD WAR II

Abstract

Introduction. The article is dedicated to a critical analysis of the experience of post-World War II tourism recovery in European countries and how this experience can be applied to the reconstruction of Ukraine's tourism sector after the end of the war. In the context of current trends in tourism development, the post-war recovery experience of European countries can be valuable for the restoration of Ukraine's tourism industry after the conclusion of the Russian-Ukrainian war. In particular, the application of infrastructure reconstruction practices that incorporate modern technologies and environmental standards is especially relevant. Purpose. The aim of this article is to critically analyze the European experience in restoring regional tourism after the Second World War, with the goal of identifying possibilities for its adaptation to the post-war restoration of Ukraine's tourism industry, taking into account contemporary economic, social, and technological challenges. Method (methodology). To achieve the aim, a range of general scientific and specialized methods were employed, namely: document analysis, comparative analysis (when analyzing the experiences of different countries), historical research method and abstract-logical methods (for investigating the development of the tourism sector), and forecasting method (for developing prospects for the restoration of the tourism sector based on the conducted analysis). The results. The research established that European experiences can be adapted to Ukrainian realities, particularly in attracting private capital, utilizing international financial mechanisms, and developing public-private partnerships. The restoration of tourism sites in Ukraine's occupied and de-occupied territories, such as Askania-Nova and the Sviatohirsk Lavra, will require significant investments, making public-private partnerships the most effective model. It was found that in the post-war period, the governments of European countries actively implemented state initiatives to support and develop the tourism sector. It was determined that the main directions of state support included the reconstruction of tourism infrastructure, the creation of special economic zones to stimulate investment, state subsidies for private enterprises in the tourism sector, and programs for the development of domestic tourism. The results of this article underscore the necessity for a comprehensive approach to restoring Ukraine's tourism industry, employing modern technologies, international support, and the development of contemporary investment mechanisms.
