Abstract
One of the biggest problems facing our state and society is the manifestations of corruption, which, as a phenomenon, exerts a significant destructive influence on state institutions, inhibits the economic, social and cultural development of the country, and even more so the development of the military sphere, which poses a serious threat to the national security of Ukraine. Both domestic and foreign specialists in this field talk about the high level of corruption in Ukraine. According to the annual ranking “Corruption Perception Index” for 2023, published by the authoritative international anti-corruption organization “Transparency International”, Ukraine ranks 104th out of 180 countries in the world, next to such countries as Mongolia, Algeria, Angola and Zambia. Today, the fight against manifestations of corruption is of crucial importance for the entire state, but this process is taking place very slowly, not least because of the unsatisfactory implementation of the anti-corruption reform, the imperfection of the existing mechanisms for combating manifestations of corruption in the system of public and defense procurement.
