Abstract
Introduction. Cyberattacks targeting government institutions, critical infrastructure, the banking system, media, and telecommunications have become a routine tool of influence used by the aggressor state during the full-scale invasion of Ukraine. Ukraine has become a unique testing ground where new cybersecurity strategies are being developed in real-time, involving both public authorities and the private sector. In such circumstances, a complex task has emerged — effectively ensuring and organizing cyber defense as a component of Ukraine's national security. This requires not only technical solutions and digital tools but also the establishment of a reliable legal and regulatory framework that enables the mobilization and coordination of all subjects in cyberspace.
