Features of the emergence of destabilization processes caused by war in the conditions of service infrastructure management

Abstract
The article examines the features of the development of destabilization processes in the service infrastructure, as an object of management and one of the main elements of ensuring the vital activity of the population of Ukraine in these difficult, warlike conditions. Uncontrolled, in some cases, the intensification of migration, mobilization, etc. processes caused by the war significantly complicate both the personnel support of the service infrastructure and the restoration of the destroyed material base and the development of the system as a whole. The situation is complicated by the administrative-territorial reform, violations of material and technical (logistical) support, etc. In this sociological study, in fact, some data on the development of the above phenomena are analyzed, including in the conditions of united territorial communities, available and invested material resources in it, both regional infrastructure to understand the scale and methods of management, and in the conditions of united co-owners of apartment buildings (OSBB). The focus is on world experience in this area of public life and private-public partnership. During the sociological study, factors influencing service provision on the development of other sectors of the national economy and life-supporting sectors (spheres), and in particular on energy supply facilities and transport, were identified. The features of their functioning in conditions of full-scale war were revealed. An attempt was made to focus attention on the formation of an organizational mechanism for determining development vectors and management strategies for service infrastructure (business entities) in the post-war period in the context of Ukraine's accession to the EU. The study was carried out in accordance with the current regulatory and legislative framework, existing state strategies, taking into account the general state policy in the field of services at the present time.
