CHANGES IN FINANCE SYSTEM OF CULTURAL AND EDUCATIONAL INSTITUTIONS DURING "RESTRUCTURING" (ON THE EXAMPLE OF THE BASHKIR AUTONOMOUS SOVIET SOCIALIST REPUBLIC)

The changes in finance system of cultural and educational institutions that began in the years of "Restructuring" and the related problems are investigated in the article. Considering this process in the Bashkir Autonomous Soviet Socialist Republic, the author allocates its the general, characteristic for all country, line, and regional features. The considerable part of the studied archival materials for the first time is introduced into scientific circulation.
