Abstract

In the XXth century, Azerbaijan is a country having a special experience as it had to three alphabets in four different changing periods. Since 1991 when it gained its independence, it has begun to live a new period. In this study, the education system, the structure of educational administration, instruction language, educational programs, the historical background and educational institutions will be assessed as a general terms in post-independence period. In the period after independence, education has been accepted as a significant area as it seems to have a strategic importance. Principles of education whose democratic and secular priority come to the fore underlie national and international values. Citizens have right to education within the standard the government determines. This situation is valid regardless of the differences in such as nationality, religion, language, race, sex, age, job, place, political thoughts. In this period, educational policy tended to change the education system serving to support past communist system.
