Abstract
The global developments in the field of judiciary, politics, and economics are closely affecting and changing the definition and the content of the public service. Public service is based upon the idea that it is offered by the public sector in direct harmony with social needs. In regard to that, public service considers the benefits of the society as its first priority. However this basic understanding of public service has been modified by the profound changes in state. This evolving role in classical understanding of public service has become subject to discussion with the changes in the role of states in public service and restructuring occurred in public administration. With those improvements came to use the concepts such as universal services while the services like governance, subsidiarity, standardizing public services and e-government, applications are being prominent.
