Abstract
The article characterized the main directions of development of human resources capacity of the health sector in its modernization. Presents a strategy of personnel policy in the health of the major issues in the management of human resources areas and suggest ways to create a single mobile system management training, retraining and advanced training of medical personnel to work in inter-regional malls.
