Abstract

In this study, it was aimed to evaluate in accordance with the opinions of school administrators and teachers the total quality management practices of elementary schools in 2013-2014 academic year. The Research is designed with a qualitative research design. The sample of this study, eight teachers and eight school administrators that determined in the province of Erzurum as using convenience sampling consisted of.Within this research, from school administrators and teachers as using semi structured interview form were performed content analysis on the data collected. With this study, the application situation at school of total quality management, the difficulties encountered in the implementation of total quality management and what is happening suggestions for the applicability of total quality management, in the opinion of school administrators and teachers have been identified. According to the results of the study, school administrators and teachers have believed that implemented either partially or on paper of TQM practices. In particul ar, in many of the teachers fully have not information about TQM was understood. In addition, school dministrators and teachers generally have been stated that they faced a number of challenges. lack of financial resources of the school, lack of the building, equipment and staff, less interest to the parents for the problems of schools, with inadequate training given to employees on TQM approach.
