Abstract
Problem setting. There is an update of financial mechanism of educational activity in Ukraine. Universities purchased a right to set the own forms of moral and material stimulation of participants of educational process; to carry out financially-economic and other activity in accordance with a legislation; to open current and deposit accounts in banks and other. These and other sources of the alternative financing of the institutes of higher education are analyzed in the article. Analysis of resent researches and publications. The following scientists were engaged in research of the specified questions: Yu. Benedict, T. Boholib, N. Vasylkova, Y. Verlanov, M. Gladchenko, A. Kazarezov, I. Kalenyuk, V. Kutsenko, N. Feschenko. Target of research. The article is devoted to the study of the nature of the financial autonomy of universities, the experience of foreign universities autonomy and possibilities of its application in Ukraine. Article’s main body. An author defends such positions. 1. Requiring payment education does not decide all financial problems of the institutes of higher education and does not do them autonomous, as a present level of incomes of householders in Ukraine is insufficient for their investments in education, but the payment for studies at higher school attained such high level, that it is more cheap to get education abroad. The accessible financial compensations of householder’s charges on education are absent. The shady forms of payment of educational services, including corruption and bribery, are widespread. 2. Involvement of university staff to innovative entrepreneurial activity, concession to the institutes of higher education of wide rights in relation to disposing of intellectual property need creation of the normative base like the American Bayh-Dole Act. Especially actual is introduction of the system of management intellectual property which includes: patenting of innovations and receipt of profits from the sale of licenses and patents; creation of companies of enterprise type; consulting support of businessmen from the questions of intellectual property. 3. It is necessary to apply the experience of the British universities in relation to the financial borrowings as bank credits and issue of bonds. 4. The endowments of many foreign universities are considerable and guarantee the longterm financial independence and stability. The main obstacles to the development of educational endowments in Ukraine are: low reputation of some universities; doubts of potential philanthropists about possible directions of effective placement of university endowments; insufficient forms of state support; absence of specialists who could manage the endowments. Conclusions and prospects for the development. The development of higher education in Ukraine requires improving university funding, strengthening real financial autonomy of universities, training of financial managers in higher education and the development of the legislation. Studying the experience of foreign universities will facilitate this.
