Abstract
Problem setting. Management of civil service is to ensure the effective implementation of the State's functions, implementation and protection of human rights and civil, which in turn implies the need to achieve the appropriate level of continuous improvement and organizational mechanisms of regulation of specific areas of public servants. For the actual implementation of the above tasks widely used in legal practice developed forms and methods that have implemented direct function of public service management. Analysis of resent researches and publications. Study on the forms and methods of public administration was engaged in a large number of domestic and foreign scientists, including: V.B. Averyanov, O.M. Bandurka, J.P. Bytyak, V.M. Garashchuk, V.P. Homal, A.V. Dyachenko, S. Kivalov, A.F. Nzdrachov, J.O. Obolensky, V.L. Savchenko, Y. Starylov and others. However, the question of functions, forms and methods of management of public service is presented in fragments and remains unexplored. Article’s main body. The paper summarized and improved theoretical and legal approaches to determining the nature and classification of functions, forms and methods of public service management. The peculiarities of functions, forms and methods of public service management were determined, and their relationship and relevance of clear defining and establishing were grounded. Conclusions and prospects for the development. So we can see, public service management in Ukraine based on the implementation of a number of functions as a true public service management and the effective functioning of the civil service, which, in turn, is covered by the relevant administrative forms that involve the use of various methods of management. It is clear that effective public service management requires a comprehensive and continuous use of complementary and interrelated forms and methods of management for optimal performance system management functions.
