THE CONCEPT OF PROFESSIONAL TRAINING OF EMPLOYEES: THEORETICAL-LEGAL ANALYSIS

Abstract

Problem setting. Changes in the relationship concerning with the professional training of employees arising from socio-political and economic changes in the country. Market economy needs skilled workers who can quickly adapt to the employer’s gradually increasing stringent requirements. It is necessary to consider the concept of vocational training of employees. Such a concept contained in international statutes and national acts. Also it’s important to analyze scientists’ opi nion about the issue of vocational education and its species and, eventually, draw conclusions. Analysis of recent researches and publications. The issue of vocational training of employees has been studied by the following scientists: V. N. Artemov, V. G. Afanasyev, V. G. Glebov, M. V. Lushnikova, A. V. Lushnikov, M. V. Molodtsov, Yu. P. Orlovskiy, Yu. A. Rosenbaum, M. Ya. Sonin, A. I. Stavtseva, A. F. Troshyn and others. Target of research. The aim of the article is to examine the concept of vocational training of employees and its species: training, retraining and advanced training. Also the aim is to research the correlation of types of professional staff training and formulation the proposals of improvement the legislation to prevent the misunderstandings and eliminate conflicts of law. Article’s main body. This article examines the concept of vocational training of employeers, that provided by the international statutes. Finally, we could note that international statutes include a definition of vocational training that can be understood as ?any kind of training?, ?all educational activity? and it is the basis for legislation of other countries. This article analyzed the correlation between basic training and vocational training. The main difference between vocational training and retraining is that the vocational training is for unskilled employeers and retraining for skilled workers who want to get another profession or specialty. The author considered the correlation between vocational training and advanced of employees and offered his own definition of additional training on the basis of scholars’ opinions. Conclusions and prospects for the development. Analysis of the correlation of vocational training, retraining and advanced training of employees led to the following conclusions: 1. The purpose of training is to teach workers new professions that they previously didn’t have. 2. The purpose of retraining is to obtain additional knowledge and skills focused on learning another profession on the ground of basic training. 3. Advanced training focused on expanding and deepening or updating theoretical and practical knowledge due to the increased requirements to the qualification level. The author proposes to change the current legislation with above-mentioned provision.
