Abstract

The paper investigates the issues related to investing in the education system, the training and retraining .It is concluded that to ensure quality education, equal access to all citizens requires institutional restructuring of the education system on the basis of the effective interaction with the labor market. To overcome the ever-increasing gap between the content of education, educational technology, the structure of the educational sector, the level of human resources education and economic needs in the new environment proposals create mechanisms that would be focused not only on domestic social and economic needs of the country , but also to ensure competitiveness Ukraine in the global labor market. The definition of the terms "training people", "professional retraining" and "additional training". Training citizens ? to equip them with specialized knowledge, abilities and skills for professions that enjoy demand on the regional labor market or necessary for self-employment. Professional retraining ? a vocational training of workers who already have initial professional training aimed at mastering their expertise, skills for a new profession (specialty). Education workers ? a broadening and deepening their knowledge and skills previously acquired by the professions (specialties) to a level that meets modern requirements of science and technology, as well as mastering expertise to facilitate productive employment. Emphasized that the greatest success achieved those that systematically engaged in professional development of its employees and spend enough money on training. The report states that the main role in this should belong to the state, which should be actively involved in the regulation of lifelong learning, to create all necessary conditions for the full development of man, to support enterprises, organizations and institutions that the latter were interested to invest in professional development level of their employees, improve the system of study.
