Abstract

The subject of research is theoretical and practical issues of the formation of the state budget in the economic transformation. The aim of the study is to outline the nature of the state budget as part of the budget process. Research methods. In this paper applies a set of scientific methods and approaches, including systemic, structural, comparative, factor methods, allowing to implement conceptual integrity of the study. The results of the work. Generalized and systematic features of the formation of the state budget in the economic transformation. The structure of government expenditure by functional classification at the present stage of social and economic development, the analysis of the budget deficit. The necessity of increasing the quality of budget planning, effective use of budget funds on the basis of the main provisions of medium-term budget forecasting and program budgeting budgeting Range of application performance. Management of public finances. Budget planning in the system of financial and economic relations. Conclusions. For proper formation of the state budget, it is necessary to create a favorable macroeconomic environment, a sustainable and effective measures in the fiscal area, ensuring the stability of the functioning of public finances. State budget should provide for the rehabilitation and development of the economy, structural changes in the public sector. It makes sense to improve the system of planning and implementation of state spending on the basis of the main provisions of program budgeting budgeting.
