Abstract

Purpose. The subject of research is the economic relations that arise in the process of transformational change financing social services, including basic principles and postulates of the systems approach. Objective was a selection priority improving the living standards of the population, in particular the financing of the social sphere. This should be consider when developing a long-term strategy for socio - economic development of the country. Methodology. Methodological and theoretical basis of the study constitute the fundamental works of foreign and domestic scientists. The method of system analysis, induction and deduction, etc. Results. The financing of the social sphere has a complicated structure. It includes the operation of industries, organizations and enterprises to direct financial support of education, science, culture, health, social security, physical culture and sports, catering, transport and communications. They are interconnected. They can provide, if necessary, as a subsystem of the overall system, and determine how the standard of living of the population. Correspondingly, the meaning of a systems approach is a comprehensive, systemic-structural analysis, a holistic consideration of various complex systems in light of their different aspects. Systematic approach based on experience and common sense in contrast to intuitive decisions. It involves the use of many traditional and emerging methods of qualitative and quantitative evaluations. The system approach all local goals and objectives are subject to the common ultimate goal ? to improve, improve the functioning of the system. The more complex the system, the greater the effect of the systematic approach to its study. This also applies to the study of the financing of the social sphere. Practical implications. The results can used in areas such as finance scientific knowledge, money and credit, sociology, social sphere. This will improve the standard of living of the population in the process of selecting the most optimal directions financing social components using a systematic approach. Conclusions. Coherent system of state regulation of the standard of living requires a systematic approach in the financing of the social sphere. An integrated approach to the development of major public programs and improve living standards have inherent socially oriented market economy, directed at an individual. Principle of complexity provides consistency problems raise living standards with the overall macroeconomic trends of socio-economic development of the country in a new methodological approach. Only at the stage of developing common areas of national development can be laid on the one hand, effective measures to increase the standard of living (income growth and reducing their differentiation, maintaining unemployment in the social margins, reduced mortality, improved health, etc.), on the other ? to increase efficiency of social expenditure.
