Abstract
In this article historic and legal aspects of the development and promotion of Kazakh customary law are studied. The authors consider human rights separately as the main value institution in law. The year 2015 marked the 550th anniversary of the Kazakh Khanate, and in 2016 Kazakhstan will celebrate the 25th anniversary of the founding of the Republic of Kazakhstan. On this occasion, the current issues of personal legal status in the system of establishing independence, sovereignty and statehood development have been given renewed momentum to be studied by the authors.
