Abstract
The purpose of this study was to identify a Human Resource Development in Learning Organization model AEC in Era of Secondary School, Chachoengsao Province in Thailand. A qualitative research design, with an in-depth interview technique was used in this study. The interview guide was created by researcher follow by Patton Guide. The participants were 12 secondary school directors who available for provide data. Data were collected through purposive sampling, using a snowball technique. The data was classified and interpreted before being concluded based on the Human Resource Development and Learning Organization theory with the used of the ATLAS ti software as a tool. The findings of the study indicated that there were three dimensions of the Human Resource Development in Learning Organization model AEC in Era of Secondary School: 1) people dimension; 2) organization dimension; and 3) technology dimension. These results were presented as a draft guideline for a Human Resource Development in Learning Organization model AEC in Era of Secondary School, Chachoengsao Province. Obstacle of this study were; 1) lack of applied technology for HRD in LO; 2) team management in staff who different generation; and 3) lack of budget for recruitment English teacher for AEC in ERA. Recommend from result study, in case of prepare AEC in Era, the Ministry of Education should be allocated budgets for secondary school in stead of responsibility by them self. Recommendation for further study, the qualitative study in case of allocated budgets and performance fair management system for secondary school model should be studied according to the secondary school size.
