Safety management in railway transport-implementation of world experience

Abstract
Purpose. Analysis of the sectoral safety management systems in Ukraine and the EU, formation of a unified methodological approach to creating an effective safety management system in railway transport of Ukraine based on risk-orientation approach. Methodology. Most current Labour protection systems in the Ukraine are outdated and used in their work approach, without feedback between safety measures and their results. The most effective systems that are functioning in other countries, based on creating Deming management model, which is cyclical, providing the feedback necessary for effective management. The proposed safety management system in railway transport based on international experience and provides implementation of cyclical conditions and application methods of assessment and risk management. The presented methodology of creation and implementation safety management system, the main condition of which is to definition and formation of specific parametric indicators for precise forecasting and evaluating the effectiveness of the system. Findings. The analysis of the safety management systems in Ukraine and in other industrialized countries. Formed in general single methodological approach to creating an effective safety management system in railway transport of Ukraine. Originality. According to the results of analytical researches proved low efficiency of sectoral safety management system in railway transport of Ukraine compared with other modern safety management system. First introduced in general methodology for creation and implementing safety management system in railway transport based on risk-orientation approach. Practical value. Implementation of a new safety management system in railway transport will allow brought into line with requirements of international regulatory documents and obtain an effective management mechanism by professional risks, reduce their level.
