Abstract
Approaches to the management of debts receivable at the stage of its formation and collection were substantiated according to solvency of the population to pay for housing and communal services. Model of dependence the level of payment for services and the level of paying capacity of consumers was proposed in terms of the model of financial flows of the enterprise. The possibility of using the model to predict the activity of the enterprises of water supply and sanitation was analyzed.
