Improving the efficiency of municipal management of the united territorial communities in the context of new regulatory requirements

The article deals with the mechanisms to ensure the improvement of utilities management efficiency within the municipality through the introduction of new stand-ards of transparency and accountability. As a result of the study the author has formulated the proposals for the creation of the collective management bodies of public utilities – supervisory boards as well as for the ensuring the conditions for the access to information on the financial and economic performance of these enterprises and for conducting a mandatory audit of their annual financial statements.
