Abstract

The article deals with the introduction of institutional repositories of higher education institutions in Ukraine as a constructive model of open access to electronic resources, which play an important role in the processes of accumulation, storage and translation of scientific and educational information in space and time. Institutional repositories have been proven to be an important component of reforming the scientific communication system, as they give access to control over the research from the academic community, increase competition, and reduce the monopoly of journals for scientific publications, increase the rank of universities and their libraries that have open libraries archives. In addition, they serve as a real indicator of the effectiveness of universities as research and educational centers, demonstrate the scientific and social importance of research, the status and social importance of higher education institutions. Emphasis is placed on the important function of repositories for students who receive rapid and unrestricted access to educational and methodological and scientific literature created by the university academic community, and who can publish their own work. Institutional repositories have been proven to be a leading tool for open education and ways of integrating Ukraine into the European educational space. The essence, role and importance of strategic communications in the formation of public support for educational reforms are highlighted.
