Strategic guidelines of scientific and pedagogical workers professional development in the conditions of open education

Abstract

The article highlights the theoretically significant issue of professional development of research and teaching staff in terms of the open education. The author analyzes the legal and analytical materials on the implementation of the open education in the European and national educational space. The concept of the «open education» was explicated by being based on the study of scientific works of domestic and foreign scientists, which resulted into the conclusion of the reflection of various scientific views in these definitions – philosophical and pedagogical, informational and technological, didactic, based on which each of the new interpretations reveal some certain qualities, functions, characteristics, fundamentals, principles, etc. It has been found out, that the open education is a multifaceted and versatile object. Its intensive development brings the significant changes into the system of higher and adult education. The development of open education leads to the transformation of the traditional education system into a conceptual model of new education, based on such methodological approaches as synergetic, systemic, culturological, axiological and basic principles: openness, flexibility, mobility, dynamism, advanced learning. Based on the results of studying the scientific works of domestic and foreign scientists, analytical materials, the author identified a number of strategic guidelines for the professional development of research and teaching staff in terms of the open education. Their generalization is of practical importance against the background of the development of trends in European and domestic educational systems – globalization, internationalization and formation of the post-industrial economy. The strategic guidelines of professional development of scientific and pedagogical workers in the conditions of open education presented in the article can be the basis of advanced training development program, selection of the maintenance of training, modeling of various competences and professional culture
