ADMINISTRATIVE MANAGEMENT THEORY AT HIGH EDUCATIONAL INSTITUTIONS AND ITS FOLLOWING STAGES

This article defines the public administration, which was formed as the management, acquired many followers. There were involved as theorists as practicing. This circumstance contributed to develop the second stage of public administration theory (1920-1950). At this stage, Americans reached the great success. There was born the idea of teaching the public administration theory at universities in America. We should mention that the USA was the first country, where universities had the freedom during the process of working on the curriculum and selecting the professors, differently from the European universities. American government allow the universities to conduct the scientific research experiments and implement the new discipline in the curriculum. This fact contributed to include the course of public administration theory, as the educational discipline in the national curriculum of universities.
