Abstract

This research aims to examine current condition, environment and competitiveness of Luang Prabang Special Economic Zone, Lao People's Democratic Republic (Lao PDR), using diamond model as a guideline in formulating directional frameworks of strategies and tactics for the development of Luang Prabang Special Economic Zone. The key informants chosen by the author using purposive sampling method include: 1) makers of policies, strategies, programs, projects and other activities related to special economic zone development, 2) those playing role in or supporting such development and promotion, 3) beneficiaries from strategic development, and 4) acadamicians and advisors with knowledge and expertise in special economic zone development. The study results reveal the advantages of development of Luang Prabang Economic Zone into cultural-conservation-oriented special economic zone, unlike other economic zones that mainly focus on manufacturing industries. Natural resource abundance, energy and tourism and low wage make Lao PDR a good location for production, while government's measures and incentives attract more demand of investments in special economic zones. Luang Prabang Special Economic Zone will thus continue to attract investors and has both national and international competitiveness given that its potentials, strengths and opportunities arising from external factors can be used effectively together with context-appropriate strategic plans
