Abstract

The article deals with the problem of ensuring state regulation of structural transformation in the national econ‑ omy of Ukraine. The purpose of the article is to evaluate the effectiveness of structural policy in Ukraine in the context of optimization of sectoral proportions in the national economy. The chronology, content and implementation of government pro‑ grams on restructuring domestic economy are analyzed. It's argued that over the past decades, Ukraine has failed to develop and implement a comprehensive strategy to overcome structural imbalances in the economy, which would involve systematic and coherent application of measures of industrial, foreign trade, fiscal, investment, scientific and education policy in order to increase the share of science-­intensive and high-­tech goods and services in GDP structure. Problems of providing state financial support for the purposes of structural shifts in Ukrainian economy are outlined. The effectiveness of using various instruments and mechanisms of the state structural policy, such as export-­credit agencies, industrial and technological parks, public pro‑ curements, etc., is estimated. It's revealed that these instruments were applied inconsistently and insufficiently to stimulate progressive development of the industrial sector by means of technical enterprises re-­equipment, energy intensity reduction in production processes, etc. Coefficients of structural changes elasticity in basic indicators of socio-­economic development (gross value added, employment, capital investment) are analyzed. This allowed to reveal a clear tendency to technological decline in manufacturing and services in a number of sectors of the Ukrainian economy.
