INCLUSIVE DEVELOPMENT OF SMALL ENTREPRENEURSHIP IN RURAL TERRITORIAL COMMUNITIES

The importance of inclusive small business development for the formation of profitable united territorial communities is revealed in the article. Particular attention is focused on the effective usage of small business potential in rural territorial communities. The dynamics of quantity of small agricultural enterprises in Ukraine has been determined. It is presented the dynamics of profitability of all activities of small enterprises of Ukraine and small agricultural enterprises from 2010 to 2018. The regression equation for the level of profitability of small agricultural enterprises and their quantity has been calculated. The pairwise exponential regression has been chosen. It has been estimated its least squares parameters. The statistical significance of the equation has been verified using the Fisher's determination coefficient and criterion. It has been discovered that the number of small agricultural enterprises in Ukraine is only 6.13% dependent on their level of profitability. It became clear that it is needed to investigate how natural-climatic, economic, institutional and social factors influence the efficiency of usage of the potential of small enterprises in rural territorial communities of Ukraine. The importance of supporting youth entrepreneurship in rural areas is highlighted. It is emphasized that the increase of Ukrainian youth activity by forming a powerful institute of youth entrepreneurship is an important aspect of improving the level of national security, ensuring the sustainable development of rural territories and the formation of profitable communities. In order to use effectively the potential of small business in rural territorial communities, the improvements in management approaches to the support of formation of small businesses at the local level are suggested. The importance of stimulating the development of cooperative structures through educational, legal, financial, technical and information-consulting support is emphasized.
