DIAGNOSIS OF STAFF COMPETITIVENESS BASED ON THE CONCEPT OF «QUALITY HOUSE»

Abstract

Modern techniques for assessing the competitiveness of personnel are considered. They are determined not to take into account the relationship between the market objectives of the company and the options of its personnel sufficiently. Also, these techniques do not adequately reflect the relationship between the options of the personnel of the company and measures for its motivation. These two drawbacks are eliminated in the methodology proposed by the author for diagnosing staff competitiveness. This technique is based on the quality house concept. This concept was originally used to ensure high quality product. The article examines the quality of staff labor. The proposed methodology focuses on the implementation by employees of key success factors of the enterprise. Thereby, it differs from other methods that study the excess of the competitiveness indicators of the personnel of the studied enterprise in comparison with similar indicators of competitors. The article contains a list of indicators for constructing matrices for diagnosing the competitiveness of enterprise personnel based on the quality house concept. These indicators include key success factors, staff competencies, and motivation factors. There are the technological, manufacturing, marketing, organizational key success factors and basic, professional, personal, innovative competences of the staff. Calculations are carried out in the following order. The first stage is the construction of the communication matrix between the implementation of the company's key success factors and staff competencies. The second stage is the construction of the communication matrix between the competencies of the staff and the factors of its motivation. The third stage is a graphic display of «quality houses». At the end of each stage, conclusions are drawn. The article provides a detailed diagnosis of staff competitiveness using a conditional example in accordance with the steps listed above.
