MULTIMODAL TRANSPORTATION AS A KEY ASPECT OF THE DEVELOPMENT OF TRANSPORT POTENTIAL OF UKRAINE

Abstract

The article deals with the prospects of developing multimodal transportation in Ukraine as an important aspect for realization of the country's transport potential. At the present stage, in the context of globalization of the world economic space, the development of the transport system is essential for creating a unified global transport system that can meet the needs for transportation of goods and passengers from any place in the world with national borders having no significant impact on this process. The basic terminology in the field of multimodal transport, proposed by various authors and used in the legislation, has been studied and analyzed. The main directions in the development of multimodal transportation in Ukraine have been addressed and systematized. The factors, that have a restraining and stimulating nature for development in the field of multimodal transportation, have been identified. It has been proved, based on foreign experience, that development of multimodal transport gives an important place to creation and establishment of a network of international transport corridors that are one of the main elements of the globalization of transport markets, and should be considered in terms of correspondence of the cargo flows organization to the globalization of world trade. Based on the global trends and globalization processes, the main directions for the development of multimodal transport in Ukraine have been determined, which are regulatory; investment; integration; organizational and economic; innovative; technological; informational; HR; ecological. To realize the transport potential of Ukraine and to participate in international transport logistics projects, the following strategic directions should be introduced: systematic reorganization of customs; establishment of the appropriate international logistics organization and the corresponding transport infrastructure: multimodal and intermodal logistics centers, inspection complexes, industrial landfills for the organization of customs inspections without train stops. The conclusion has been made that following these directions of development requires investment and soft loans, but to achieve this Ukraine must develop an appropriate logistics program and quality services, offer state guarantees and a reliable mechanism for protecting foreign investors.
