Prospectiva estratégica de la cadena productiva de frutas y hortalizas del Valle del Cauca

This article presents the methodology, discussion and results of the research project entitled analysis and construction of Future Scenarios of the Horticultural Chain of Valle del Cauca, Horizon 2019. The identify some productive betting practices, requires not only knowing the immediate environment, but to establish the meaning of the productive bet for regional development. The central purposes of this study are: 1) identify the probable and possible scenarios of the horticultural chain of Valle del Cauca, by applying, in the prospective analysis methodologies of recognized by the academic community and by the actors in the horticultural sector, interested in the subject. 2) Derive the scenarios identified: Trend, optimistic and pessimistic, the "Bet", which must be oriented toward the improvement of the sector. 3) to specify in the scenario bet, the strategic guidelines to achieve this. In accordance with the opinion of the experts, the actors will define projects and strategies that allow the Valle del Cauca improve its competitiveness in this sector, positively impacting the regional environment and improving its insertion in the international context. You use the methodology EMBRAPA (by their Portuguese initials), which adopts the foresight and involves other related fields of knowledge; it is based on discovering the social and technical problems of agricultural production chain, using technology as a tool that provides solutions to a community or social groups that are part of the production chain. This study was carried out in two phases: diagnosis and prospective. The first was made a documentary analysis, consultation with stakeholders and experts; multicriterion analysis among other tools were used. For the scenario design morphological analysis was used.
