Regulation and Support of Innovation Technologies Transfer in the EU Countries: Experience and Implementation Challenges in Ukraine

Abstract

The article deals with the current problem of technology transfer at the current stage of the national economy development and emphasizes the need to obtain a commercial effect from this type of activity in Ukraine. Our state faces the choice of a rational national scenario of scientific and technological development: designing its own state-of-the-art technologies, acquiring foreign modern products, or a combining these ways. The need for selection risks is «simplified» due to the possibility to use such a managerial alternative as technology transfer. The purpose of the article is to analyze the experience of European countries in organizing technology transfer infrastructure and to study the possibility of its application in Ukraine. The scientific novelty of the research is proven by the systematic analysis of the technology transfer experience in certain countries of the European union, which made it possible to generalize the sources of the firms' competitive advantages in these countries in the field of international technological transfer, to identify the most successful alternatives and to make some proposals on their adaptation to modern Ukrainian realities. The article identifies the specific features of the functioning of existing national and some foreign organizations, which activity is currently aimed at exchanging technological knowledge and supporting innovations. On the basis of studying foreign publications, it has been discovered that, along with the effect of supranational legal regulation of technology transfer procedures in the EU, the financial provision of research and development has been carried out through various framework programs. As a result of generalizing the EU countries' practical experience, in particular that of Sweden, Finland, and Germany, regarding the specific features of legal regulation and institutional provision of technology transfer, it has been concluded that it is necessary to accelerate the creation in Ukraine of an effective infrastructure of networks and centers for the technologies transfer at different levels of subordination and financing that would promote distribution as well as the introduction of innovations on a commercial basis. Further research should be aimed at developing an effective model of the Ukrainian technology transfer network and an effective mechanism for Ukraine's integration into the global system of international technology transfer.
