Conservation and Land Protection as Key Preconditions for Their Improvement

Today land use in the domestic agricultural sector does not account sufficiently the need for conservation and protection, which are key preconditions for improvement. Ignoring the requirements of the protection and preservation of lands is generated by imperfect national legislative base. Operating Principles of land resources reproduction used by landowners and land users are unable to provide sufficient protection of agricultural land through the prism of their conservation and improvement. The purpose of the article - to investigate the mechanism of conservation and protection of land agricultural sector, offer important measures to reduce human and technological burden on agricultural land, increase the volume of agricultural production. The article examines and analyzes the current status of agricultural land. Particular emphasis is placed on the existing basis of use, conservation, improvement and protection of lands. An important place is given to the dynamics of fertility of agricultural land and the factors that affect it. The current mechanisms of land conservation used by farms and households are analyzed. The article argues that the characteristic feature of market model of management in the domestic agricultural sector was the heavy use of land, it means - the increase in agricultural production without adequate provision of measures for the conservation and improvement of soil. The current crisis has forcefully demonstrated that this was a natural factor of economic development, the separation of financial and credit relations of production, the distribution of speculative manifestations, the excessive growth of state and corporative debts, the volume of securities and so on. It is proved that appropriate government authorities faced with the task of forming a new agricultural policy of agricultural enterprises, which must be combined with land use measures for their improvement and protection. It was concluded that there is now an urgent task of forming such owners and users who would combine land use and protection while maintaining soil.
