Abstract
The article substantiates the dependence of the direct and inverse transform human potential into human capital according to the changing phases of the economic cycle. Economic growth corresponds to the capitalization of human potential. In the phase of recession, human capital is transformed into human potential. The key contradiction between short-term and long-term interests of Ukraine in the implementation of state social policy in a systemic crisis. It's shown the key contradiction between short-term and long-term interests of Ukraine in the implementation of state social policy in a systemic crisis. The lack of consistency in the implementation of state social policy for a new Ukraine's social groups (internally displaced persons; citizens living in uncontrolled Central authorities; refugees in third countries) threatens the preservation of the human capital of the country and reduces opportunities for post-crisis economic growth. In the article was suggested the ways to preserve the human capital of the country in the context of improving the state of strategic planning.
