The Arts in Government Programs During the Menderes Era: An Analysis of the Period between 1950 and 1960 // Menderes Dönemi Hükümet Programlarında Sanatın Yeri: 1950-1960 Arası Kısa Dönem Analizi

The Republic of Turkey, between 1946-1960, experienced a shift in political power. Transitions to multi-party democracy in 1945, establishment of Democratic Party in 1946 were important critical turning points for the young Republic's political life. In the elections of 1950, Republican People's Party (CHP) was replaced by the Democratic Party. During the period, new political figures were in charge to govern Turkey, who made their presence felt in all arenas and levels of social life including economy, education and the arts. Main purpose of this paper is to inquire the political moves in the field of culture and arts, and the effects of these maneuvers on arts through printed media including newspapers and magazines of the period. The Official Journals (Resmi Gazete) were the major source of data to track policies, whereas four nationwide newspapers and thirty-three magazines were informative for followıng the reflections of these policies on arts during 1950s. The paper aims at presenting an analysis by studying arts-related articles in governments' official programs and in newspapers and magazines. In the first part of analysis, the program of the first government (1950-1951), led by Adnan Menderes, was analyzed in terms of the approaches to culture and arts. The analysis is taken further by studying the reflections of these policies in public press. Then, a similar analysis ?involving an examination of government programs and public press- is repeated for the periods of the Second Menderes Government (1951-1954), the Third Menderes Government (1954-1955), the Fourth Menderes Government (1955-1957), and finally the Fifth Menderes Government. The paper concludes with an evaluation of the analysis coming out of the comparison between government programs and the newspapers and magazines of the period of 1950-1960.]] [[TR= Bu çalışmada temel amaç, 1950-1960 yılları arasında kurulan hükümetlerin kültür politikalarının ve bu politikaların sanatı nasıl etkilediğinin dönemin gazete ve dergilerinde yapılan arşiv çalışması sonucu araştırılmasıdır. Çalışma yapılırken hükümet programları için Resmi Gazete'ye başvurulmuş, ardından hükümet programlarında yer alan sanat konusunun hükümet icraatlarına ne kadar yansıdığının araştırılması için ise 1950-1960 yılları arasında yayınlanan 4 adet gazete ve 33 adet dergi incelenmiştir. Çalışmanın başlığında belirtilen karşılaştırmalı analizden kasıt; sanatın hükümet programlarındaki yeri ile gazete ve dergilere yansımalarının karşılaştırmasıdır. Karşılaştırmalı analizin ilk kısmında öncelikle 1950-1951 tarihleri arasında görevde olan I. Menderes Hükümeti'nin programı ele alınmış, program dahilinde kültür ve sanata ne kadar yer verildiği incelenmiş ve icraatların yazılı basında nasıl yer bulduğu araştırılmıştır. Ardından 1951-1954 tarihleri arasında görevde olan 2. Menderes Hükümeti, 1954-1955 tarihleri arasında görevde olan 3. Menderes Hükümeti, 1955-1957 tarihleri arasında görevde olan 4. Menderes Hükümeti ve son olarak 1957-1960 tarihleri arasında görevde olan 5. Menderes Hükümeti'nin resmi programında sanat konusuna verilen yer araştırılarak, I. Menderes Hükümeti için yapılan analiz tekrarlanmıştır.
