Innovation policy in Germany in the context of the formation of neo-industrial economy: experience for Ukraine

Abstract

In order to improve the approaches to the formation of neo-industrial economy of Ukraine will consider the experience of innovation policy in Germany. The study defines the status of the engineering industry in Germany as the material and technical basis of neo-industrial economy. The level of development of mechanical engineering, Germany is one of the leading countries of the world. German engineering inherent ties companies along the entire value chain. This feature is based not only on the long-term and reliable cooperation, but also on the exchange of technology and quality standards. In recent years, Germany is increasingly focusing on Standort policy, which successfully implemented some elements of industrial, innovation and technology policy with respect to a particular region. Studied public instruments to support innovative companies in the German economy, which can be divided into: direct, indirect and special. Integrated use of various tools is the main content of modern neo-industrial development policy of the German economy. System to use them for the economic regulation of activity of that economy, and hires labor can create favorable "local" framework conditions, which contribute to their competitiveness. According to the survey identified key challenges of growth of innovative activity of industrial enterprises of Ukraine to implement the neo-industrial economic development.
