The economic situation in Russia has a significant impact on the growth of social tension in the regions. On the example of Khanty-Mansi Autonomous district the article discusses the main directions of the modern policy of population employment regulation in the constituent entities of the Russian Federation. Analyses performance of programs of assistance of employment of the population, their impact on the labor market of municipal formations. Measures to improve the quality and accessibility of public services in the sphere of promotion of employment, participation of authorities, business and citizens in the reduction of unemployment and career guidance of citizens.
