GOVERNOR'S REPORT: THE TRANSITION FROM EKONOMGEOGRAFICHESKIH DESCRIPTIONS TO A UNIFIED VIEW STATISTICS (BASED ON WESTERN SIBERIA AND THE STEPPES XIX - EARLY XX CENTURY.)

The article deals with the transition from ekonomgeograficheskih descriptions to a unified view of statistical data by the governor's report. Identified problems and difficulties on the formation of statistical data for the report. The evolution of forms and the reasons for this. It is concluded that the governor's report - a form of accounting is the current statistical observation, the result of which is accountability. Its special feature is the massive planned systematic, scientifically organized observation of phenomena and processes of social and economic life, which is in the collection and recording of individual features for each unit together.
