Abstract
The article examines the administrative reform in the part of the adoption of the Code of Administrative Procedure of the Russian Federation. Influence of the adoption of the Code of Administrative Court Procedure of the Russian Federation on the implementation of the right to challenge legal acts and acts containing explanations of legislation and possessing regulatory features.
